In 18,625 BC. When Dev-Em commits the first murder of Krypton in centuries, the council decides not to send him to the Phantom Zone and exiles him aboard a scout ship. The Legal Council was founded thousands of years ago to preside over the citizens of Krypton and enforce the laws. At one point, the council banned the crossing after numerous attempts that led to the creation of the “Bertron Curse”. Scientist Jor-El discovered that the planet`s core had become unstable after years of industrial mining and confided in his childhood friend Dru-Zod, who also dreamed of saving the planet from imminent destruction. However, while Jor-El trusted science, Zod believed that violence was the only way to ensure Krypton`s survival. He secretly founded Rao`s sword and planned to launch a coup that would cut off “degenerate bloodlines.” When Jor-El refused to do it again, Zod ordered his men to take him away, while his deputy, Faora, arrested the other council members. The Kryptonian Legal Council, also known as the Krypton Council, was a council formed by individuals selected from the five guilds to act as surveillance of the planet Krypton. In the days leading up to Krypton`s destruction, Jor-El met with the council to take control of the growth code.
Before he could do so, Zod stormed the Legislative Chamber and killed High Eminence Ro-Tsar before announcing that the Council had been dissolved.
